Open captain quarters for capsuleer stations

Open captain quarters for capsuleer stations. I propose that all captain quarter types are available at capsuleer stations. You must choose yourself what kind of captain quarter you want to use.

There is a reason the CQ was left out of the new structures completely. Because it was a bad implementation that will never be iterated upon (at least not in the next 10 years). The door will never open and the CQ is a useless addition to the game as it currently stands.

The ONLY reason it was ever added was to give new players a more human avatar, instead of just the ship. As it stands the CQ is being phased out from all new structures and probably from stations as well sooner or later.

Yeah, but then they have to work on dueling mechanics... I mean is it gonna be pistols at dawn, or sabres, or fisticuffs.... and then getting the balance right for how much alcohol your character can consume before being falling on face drunk.... and top hats, can't forget the top hats. They then have to see how that all affects their rating... and then add in the swimming pool and pool tables..... and top hats, can't forget the top hats..... It's quite complex actually. Because Top hat.

The NPE IS a big deal
