Mining laser optimisation charge

Hi
When using this charge I get an aggression timer. Nothing shows on the fleet members screen (two boxing) so I left the fleet and still get the aggression timer. If another ship warps into the asteroid belt will they be agressed and be able to attack my Orca?
This seems wrong to me.

An aggression timer does not allow anyone in high sec to attack you. You can only be attacked by other players if you have a criminal or suspect timer.
