Hi I'm a new player willing to be an explorer in EVE

I found a wormhole and jump in without cloaking device. I found a relic site in the hole but with guards surrounding. I was destroied for sure..

My question is: If I have a cloaking device, what are the CAN and CANNOT action in the wormhole? How can I use cloak or other methods to get close to the cargo (relic, data, gas), loot our items and without being spotted by guards?

You have to decloak in order to hack the cans.

There are two kinds of cloaks:
1) Regular cloaks -- fittable to all ships. Once cloaked you have very limited movements options, you move at a fraction of your normal velocity and cannot warp. The only thing you can do while cloaked is scan for signatures. This is the main way to stay safe in a wormhole, warp to a safe spot, launch probes, cloak, scan out the signatures.

2) Covert ops cloaks -- Only fittable to specialised ships (coverts ops, astero, stratios, T3 cruisers with the right subsystems) These cloaks allow you to move around at regular velocity, and allow you to warp around cloaked.

The way to deal with sleepers in wormhole data/relic sites is to first bring a combat ship (or a friend in a combat ship) and kill the sleepers. Then you either refit a data/relic analyser to your combat ship, or return and reship to your hacking ships to hack and loot the cans.

The relic/data sites in WHs that have pirate names (ie; the site name has 'sansha', 'serpentis', 'gurista' ect in it) do not have npcs at them and you can go run those safely without a cloak, as you would in kspace.

You might look into Signal Cartel, an exploration alliance that (among other things) welcomes new and experienced players both.

When you're cloaked, CAN = use scan probes, move around some (warping cloaked requires a covert cloak on a compatible ship); CANNOT = use guns, relic or data analyzers, mining, MWD, and most other active modules. In addition, when you get close to another object or (uncloaked) ship (2500m, I think), you will automatically de-cloak.

You can get close while cloaked, up to a point, but eventually you will need to uncloak to use your modules.

you only get around 5-6 seconds to detect an inbound ship from the wh, could be coming or going, if you detect this on your d scan and do not have eyes on the wh itself with an alt, cloaked. listening to wh fire, .... which could be helpful.

relic/data sites in WHs C1-C3 can be done with no NPC pop if their name is a pirate faction name. If it is not, do not warp to them, NPCs will pop. And don't try sites in C4-C6

Eve is dangerous
when you wanna try something, first read on the net, there are many posts/guides about explo, you would have easily found that.
