Can Small and Large citadels be anchored anywhere in space? Are there any security status restrictions (besides the XL citadel)?

Also, where can I find the fuel requirements for Citadel? For POSes, they use to be on the Attributes section, but I cannot find the fuel requirements in the Attributes section of Citadels? Thanks.

All engineering complexes can be anchored anywhere, but in order to produce Capitals your Azbel must be in lowsec or nullsec, and making supercapitals requires a Sotiyo in sov null with the Supercapital Construction Facilities ihub upgrade. Citadels and Engineering Complexes do not require fuel, only their services.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

I can just buy and set it?

And how much volume it takes packaged? Industrial with expanded cargo bay will be enough?

8000m^3 for a Raitaru iirc. Small enough that a BR can do it.

Fuel use is determined by the service modules, not the hull itself.
