You are essentially looking for someone selling a character they trained exclusively to fly a Naglfar. People don't train and sell dread pilots usually for profit, so 99% of the time people train dreads because they intend to use the character as a dread alt. Your budget pigeon holes you into basically finding someone who no longer has use for their dread alt. You are either going to have to wait a potentially very long time, get really lucky, or increase your budget.

It's more about skillpoints than what they can fly. Use this service to find what you're looking for based on skills and skillpoint requirements. The lower the skillpoints the lower the price.

I'd probably look in the 20-30m SP range.
