Asset safety question

If you have a BPO undergoing research or copying in an engineering complex, and it gets blown up, is it lost forever? Does the same apply with manufacturing jobs?

Does asset safety only apply to items stored inside the hangar? And also how much % penalty is charged for asset safety when it happens? Thanks.
