Probably doesn't have you on his friends list. Watch listing someone now only works mutually.

Was disabled by CCP last year. So we cannot watch enemies log in or log out.

Also, that's been notoriously buggy for years. Don't know if they fixed or "fixed" watchlist bugs in the past couple years but it does have a history of not being entirely reliable.
