Is there a way to apply 1 account's all settings, UI to be the same accross my other accounts?

There are 2 ".dat" files per character. One named "core_char_xxxxxxxx.dat" and the other "core_user_xxxxxxxx.dat
Use the modification date to determine which two match the set-up character
Log-in to the un-setup character and rename a copy of the set-up characters files to the names of the un set-up toons files.

There's a way to transfer UI settings from one character to other characters no matter the account, but it's a bit tricky:

On a Windows PC with a regular EVE install, open Explorer, go to
C:\Users\PC\AppData\Local\CCP\EVE\c_eve_sharedcache_tq_tranquility\settings_Default
(where PC is your PC name). Please note that the AppData folder is usually hidden, so you might need to change display options.

In this folder you'll find the files that store the UI settings for your characters plus some other files. The files you need look like this: core_char_96975351.dat (this would be the name of the file for your charcter Luda Desekus.

The number is your characters unique ID number. One way to find out the number for your characters is to open the profile page for the character in question (for example https://forums.eveonline.com/profile/Luda%20Desekus), right click on the chracter picture and select to open the image. This will open a web page that shows your profile picture which has your char ID (in our example this would be https://image.eveonline.com/character/96975351_200.jpg).

To transfer UI settings from one toon to another, you simply make a copy of the core_char file of the character that has the UI settings you want to transfer and rename this to replace the core_char file of the toon you want to copy the UI settings to.


EDIT:
Better stay away from the core_user files. Those store account settings which apply to all characters in your account, like your chat channels, market quickbar and other stuff. When I experimented transferring this information cross accounts I ended up in a reinstall (ok, this was a good while ago and things might have changed, but you never know - you have been warned).
