Wormhole Exploration Question

Dear Capsuleers of New Eden,

As a relatively new player I have recently taken up exploring and I have a question about wormholes: Do all wormhole Relic and Data sites contain enemy NPCs or is it random?

Class 1,2,3 wormholes spawn known space exploration sites along with sleeper sites.
No npc sites - site name starts with known space pirate faction.
Sites with npc - site name starts with "unforgotten".

actually "unsecured" and"forgotten"
