Probably Min Mil, their warzone is less populated so you are less likely to be ganked. Also quiete a few Amarr Mil pilots and neutrals are happy to engage in 1v1's.

Really though being pirate means you can shoot all the things...

Amarr.

Population density is not so high that you are constantly blobbed. And all the farmers are currently on the Minmatar side, so you have plenty of people to shoot at.

Problem is that farmers either run or are not very satisfying to kill, better to join the side with the farmers and your chances of a lone war target on d-scan being a PvPer are increased.

amarr is by far the worst faction to join atm.

theres no opposition. minmatar youll get plenty to kill
