Buddy invites, Alpha Clones, Steam, and Starter packs - confused

It is very confusing with all the restrictions from each of these and how they all work together. I just started playing again and decided to start a new account that was created through Steam using the "Premium Pack". I invited a friend and he started a new account through Steam. My account is an Omega account. His account is an Alpha account. He wants to sub but wants to buy the premium pack as well.

1) Can my friend purchase a "premium pack" (or starter pack) through steam or does a new account need to be created when you buy the either pack. Additionally, if he can apply it to his account, do we still both get the rewards (extra skills and plex for me)?

2) I see that https://www.greenmangaming.com/games/eve-online-premium-starter-pack/ has a good deal on starter packs and premium packs. It also says on their site "The Starter Pack includes an activation code (“CD Key”) that can only be used to create new accounts or upgrade trial accounts; this game time cannot be applied to existing subscriptions. ". How can this be used with my buddy (alpha account = trial account)? Is there a way to apply this to his Steam Eve account? Is there a way for me to apply this to a buddy invite at all?

I have like 5 or 6 friends that are considering playing but I want to make sure we all maximize our rewards before everyone signs up and gets started.

The only need to create a new account now is for players that want to experience the new tutorial and/or get extra 250.000 skill points that is given if the player enters EVE through the recruit-a-friend. If he/she doesn't care about the new tutorial or being an Alpha with extra 250k skill points then he/she doesn't need to start a fresh account.

Like I said, we are trying to maximize the goodies and I get a plex is someone subs. That is a huge boon to any new player if I sell it and split the ISK.

Btw if you get the starter pack or the premium pack you will have to start a new account with it.

I don't believe so. I think the packs require you to start a brand new account, they can't be applied to an existing one. Whereas the recruit a friend requires starting a trial/alpha account and then upgrading it. So you can get the recruit-a-friend bonus + the discount on the initial sub ($100 for 12 months, I think), or you can get the GMG/steam pack bonus + however much gametime it comes with.
