If you transfer to an Omega account, the character will become Omega but only 1 character on the account can login at a time and only 1 character can train (unless you purchase multiple character training).

All characters on an account have the status of the account they're one. Yes, you can transfer a character from an Alpha account to an Omega account, at which time it will become an Omega character. The cost of transferring a character has not changed any.
