Connection Issues, Time Warner Cable

Hello every one, I live in south-central texas and my isp is Time Warner Cable. I have seen a few older post with a similar issue but there is no "fix" for it. The problem is I constantly disconnect from eve. Usually every 2-10 minutes. I have Time Warner Cable Standard it is supposed to be 10mbps down and 1mb up. I always speed test at 18mbps down and 1mbps up.

So I ran ping plotter and it seems like my problem is with hop 10, which is the first above.net hop. At that point i get 20-30% packet loss. After the last above.net hop (hop 12) my latency goes from 35ms to 140ms...which isnt terrible for eve. But because of the large amount of packet loss i lose the connection and the eve client restarts.

I have contacted Time Warner and they said the only thing I could do is switch out my modem or upgrade my internet. I know for a fact my speed is fine for eve since i used to play on a 1.4mbps down connection with zero disconnects. If any one has any ideas or suggestions on what to do I would greatly appreciate it. Also if I trace route from my phone over the Boost network 3g I make it to the eve server in 2 less hops and 0 packet loss.

EDIT: I have also sent an email to AboveNet to see what they say...still waiting on a reply.
