ISK estimates - what are they based on?

Those ISK estimates you see when carrying valuables in the cargohold, or when hovering over an item: are they based on region prices, galactic average, something else?

Last month's Jita prices. It's delayed to keep the numbers more stable and less subject to manipulation.
