Issues, Workarounds & Localization

So I have problems. I multibox and play in windowed mode.
2 problems I am having:

1)
I have to MASH F-keys multiple times to get them to respond. Most of the time. Sometimes i get lucky and they behave like supposed to. Sometime they won't respond no matter how many times i press them nor for how long I hold them down.

2)
sometimes I try to turn the camera in space and all I get is a selection box appearing, as in instead of holding down the mouse button to let me spin the world, it begins to draw a box between the initial point where I began holding down the mouse and the current cursor position.
