What is the best way for a new rookie ship flier to get ahold of some blueprints (to use up resources mined)?

You can add value to your ore by compressing it at a nearby Citadel - most offer the service. You will usually do better listing your product on the market with a sell order rather than accepting a buy order.

With low skill, your reprocessing yield won't be very good so you may be better off selling your compressed ore and buying minerals to build stuff.

Original blueprints are seeded at NPC stations throughout New Eden. Each faction sells different stuff - armor is sold by Amarr, shield is sold by Caldari, etc... You may need to travel a bit to find the one you want at NPC pricing. They will all generally be available from other players at major trade hubs - but you'll pay a premium for the convenience. Most player corporations have blueprint libraries and will provide copies to members at low or no cost.
