Storyline agents not working right?

Ok, so I'm trying to grind my jita trading alt to max faction with Caldari Navy. So I picked a station that has 2 level 1 security agents and 1 storyline agents on the assumption that "the nearest storyline agent is triggered" on 16 missions.

But that isn't what happened. Instead I got another storyline agent in system for another corp. Will I always get the same agent even if there are multiple agents in system? Or is the system determined by nearest and the agent determined randomly if there are multiple agents in system?
