He's about a week old so, no, he didn't actually make the decision himself, but he will (of course) make the decision as to whether to accept or deny his full citizenship when the time comes. For the time being we made the decision on his behalf.

That's basic parenting. Most major decisions are made by the parents until the child comes of age. Much the same as a recruits decisions are made by their Commanding officer.

Yes, but commanding officers don't claim that recruits did these decisions, it is still commanding officer decisions, both them and recruits know this. Well, maybe it is in their corporate tradition, I can't say anything about it...
