For the first time, I had a look at the CSM forums, and they look pretty much like this one. Is this normal and intended ?

"I will not hesitate when the test of Faith finds me, for only the strongest conviction will open the gates of paradise. My Faith in you is absolute; my sword is Yours, My God, and Your will guides me now and for all eternity." - Paladin's Creed

This forum is for discussing ideas, the CSM one is about issues that players think require CSM attention.
While it is true that at least some of the threads on the CSM forum would be better of here (as discussing them earlier with fellow players and developers would make better proposals), if the matter is urgent enough for some reason, it may appear there.
Of course, the urgency of certain things is in the eye of the beholder, hence the 2 forums look alike. Other people just don´t want to bother discussing ideas first and just post in the CSM thread because they think the chance of their idea to be implemented is greater.

Ok, so the basic idea is to discuss things here, and then to suggest the results of the discussion in the CSM forums?

here you post ideas most will be honest and not care about them upfront. Some trolling, well lots, some good discussion in a blue moon...but all eventually die off.

CSM you post ideas people pretend to care about. Well I am sure mittens will say he cares if you pay 5 billion isk...but then not care and off to c&p you go for yet another scam post. Looking at latest pdf...not sure where they are getting their ideas from. Well I do know. its not the forum, its their alliance mates.

Example 1: Players want less blob more skirmish, csm is pushing up the ability to bolster the blob by letting them shut down station service in NPC space. Because its the right thing to do really Roll. Last haven of those who don't join the blue blob...lets kill thier ability to refit, fix clones and such. Not all bad...you if a skirmisher might get less hp on thier outposts to kill thier services on outposts. Really cool idea there. Most skirmishers I know turned in the blob patch to shoot ships more, structures less. Hope this diaf myself. When in 0.0 I liked quite a few NPC squatters. Usually gave gf's, many of them fair or close to it. Vice cyno, hotdrop, boom. they want to reship, fix their clone and be back out for round 2 asap...all for that. this I see being used by the blob to hinder that. weak sause if you ask me.

Proof 2: The demand is high to reduce supers abilites. CSM's solution....supers can point supers. +1 for no e-war immune, -100 for not making it lower level. Hictor points on supers would have been the smarter choice. If passed you will still need super blob. Much better than having more reasons to spam sub-caps like hictor. This idea sadly is a mix of needed but not wanted in how its presented.

Well, I think it's better to discuss ideas here, unless you want to prevent CCP from deploying an upcoming change or something.

It's little effort, and the proposal you'll make on the Assembly Hall will have a better chance of getting support if at least the obvious holes and pro's and cons have been discussed and considered and fixed earlier.
Some people will give proposals only one shot, and will not come back to them after rejecting the idea, even after they've been edited. They might not even notice it's been adjusted. And of course, editing your proposal after you've gained the support of some people is bad form in itself.

Also, I think the Assemly Hall is not a good place for very detailed ideas. Here you can propose an idea as detailed as you want. In Assembly Hall it's usually better to be generic/simple, like "Fix this" of "Remove that" or just asking for a feature (but it is ofcourse helpful to know and list the pros and cons of said feature).
