A Modest Proposal on Brokerage Fees in Citadels

Right now, I believe the brokerage fees in citadels are the same for buy and sell and are basically
MAX(min,rate*price*quantity). The player-owner can only change the rate, and only in increments
of 0.1%.

This seems to lead to a quantization effect where owners can not make enough money to pay for the citadel operation at 0.0% but may make more than enough money at 0.1% which can lead to competing citadels (say in Perimeter) flipping their rates back and forth between 0.0% and 0.1%.

Why not give player-owners more flexibility and fine control to set their brokerage rates so that it leads to stability in the fee structure?

My modest proposal:

1) Enable player-owners to have separate brokerage fee structures for buy and sell orders. This can be used to incentivize more selling in citadels given the current buy/sell imbalance.

2) Enable player-owners to vary the min brokerage fee, keeping 100 Isk as the minimum. This allows for a variable flat rate fee that can be adjusted as needed to meet operating costs without having to set the rate to 0.1%.

3) Enable player-owners to vary the brokerage rate in smaller increments, say 0.01%.

Any one of these options would be an improvement.

I don't have a citadel, but allowing citadel owners more flexibility then I'm all for it.

I think this is a good idea, but even at 0.1% it's not realistic at all to cover the cost of a Fortizar.

At 0.1% broker fee, you need about 12500 PLEX buy orders to be placed over your Fortizar's lifespan to recover your investment. Much more once you pay for the costs of defending against credible threats.

Being able to adjust the base fee would be an interesting option, because it is charged every time you change an order. 100 ISK is symbolic, but 1000 ISK or even 10000 ISK could contribute to the fuel cost and still being small enough for people to ignore.
