No worries, you will get there. It is all just an experience thing.

What I did was, I did the same level 4 missions and while "leveling up my Raven" I was closely observing how much punishment my Raven could handle and over time I changed things here and there until it felt right.

Little did I know at the time and when I started to pvp, it changed so many things that I had to rethink all of my previous fits.

You should give that a go some time, even if it is just on the test server. Fail there and fail again until you stop failing. Over time you will notice that your shield tank is only a small part of you tank.
