Is there a problem with character transfers at the moment?

Trying to transfer a character and It continually gets stuck at the "pay now" screen, no matter which option

c.card - error message = Unable to process, please contact your bank
I have done this, they tell me everything is fine, and that they are not even seeing a request for funds transfer.
Paypal - error message = Unable to process, please contact your bank
Yep, the same message as the c.card one, plus no pop up screen for paypal at all. Yes I have allowed pop-ups etc etc
Pay by Plex - error message = Unable to process, please contact your bank
This is the best one... I used the same credit card that is being denied by the character transfer to purchase the plex in order to transfer. And yet even with 2 plex, unopened, it reccomends to contact my bank. I'm sure they will be able to help me with this one.

I have filed a petition, approx 23 hours ago, no response yet. Is there something that has happaned to char xfers, or am I doing something wrong? I don't know what else to do

While trying to extend my ac with plex in game i get this fun message:
'Unable to connect to billing server. Please try again later.'

coincidence?
I'm not convinced.
