So I have the explorer pack and am thinking of getting the skirmisher pack so I can use the Heron as a probe ship and the Minmatar to kill the bad guys. Or at this stage should I just use one ship?

I'm also wondering about the skills. The packs come with skills but how are these different than just training them in the queue?

They give you the skillbooks, if I remember correctly. You still have to train them in the queue. You just don't have to buy the skillbooks in game.

I wouldn't buy any more of the packs, they really aren't worth it. Do the career agents (hit F12, you will see the option for them), then do the Sisters of EVE epic arc (http://wiki.eveuniversity.org/The_Blood-Stained_Stars) when you finish them you will have a dozen ships and 20 million isk or so, which is plenty to get going.

Buying starter packs isn't going to teach you how to play the game, so why not do the newbie missions that not only teach you the game, but also reward you with better ships than the starter packs anyway?

1. The different packs give you a bunch of ships, which you can also get in-game, cheaply or for free. If you do the newbie career agent missions, you get plenty of free ships, including those in the packs.

2. To train skills, you:
a. Buy (electronic) skill books from the market.
b. Inject the skill book contents into your character sheet / brain.
c. Add the skill that now appears in your character sheet to the training queue, to "train" / process its material.

So the packs give you a bunch of skill books, which means you still have to inject and train them, but you don't have to spend the few credits that they cost. Again, these are pretty much newbie skill books, not very expensive. And again, the newbie career agent missions give you skill books too, maybe not those but other ones that you need.

3. The packs were worth the $5 because you also got extra trial days, and a sum of Aurum currency that you could use to buy an outfit for your character, or sell in-game for some credits. However, in about a week, CCP is changing the game to F2P, which means everyone gets unlimited "extra trial days."

So, what to do? Get the packs if you don't mind spending $5 each, they're cheap enough. And then get in the game and do the newbie career agent missions so you learn to play the game a bit, and plug in those skills so they get trained.

Like others say, skip the packs and just do the career agent missions. They'll give you skills and ships to get started.

And yes, use multiple ships. That's the beauty of the game, every ship is different. Optimize ships for certain things instead of trying to make one that can do everything.
