Armour Layering to Level 3 for Amarr Alpha Pilots

I've just noticed that Amarr will have quite a hit on shield tanking for Alpha pilots. While this is perfectly understandable, there appears to be no advantage it gains in comparison - apart from a few 4% bonuses to armour hit-points here and there, it doesn't really get much else of a boost.

For this reason I propose to allow Amarr Alpha pilots to train the Armour Layering skill to a maximum of level 3 (note that it is not a prerequisite for anything so it would not give them access to stuff we don't want Alphas to have). I believe this would create a better balance versus armour and shield tanking, especially in cases where opposing ships have a bonus to shield boosters or armour repairers. So what this would essentially do is allow Amarr pilots to move faster while using armour plating, which itself aids tanking, and Amarr ships are already average at best when it comes to speed.

But what skill should be decreased so armor layering could be increased?

I was thinking that there was no skill it really has over the others, so nothing to be removed. Then again, Amarr do get drones and generally have good armour anyway so it could well balance out after all. Speaking of which, the only viable skill I can see to be decreased or removed in such a case would be repair drones.

The races don't have identical SP limits anyway. So it's not needed to specifically trade one for another.
