No. With the exceptions of Freighters, Jump Freighters, and the Bowhead... capital ships are not allowed in high security space.

If you do indeed have a capital ship in a 0.5 space... then you have stumbled upon a genuine rarity (history lesson: when capitals were introduced to the game, the DEVs forgot to disallow building capitals in high-sec).

In such a case, you may want to petition the GMs as soon as possible.
This a bit of a legal grey area and you may be allowed to keep it where it is... provided that you follow certain draconian rules.

It was most likely built as a nidhoggur a long time ago and was automagically converted when FAXes got introduced.

Before hopping into and undocking it, it might be wise to read-up on CCPs rules for capitals in highsec:

https://support.eveonline.com/hc/en-us/articles/203280661-Capital-Ships-in-High-Security-Space

The person selling it to you has already breached rule 4 by selling it.

You will probably still keep it, the GM's may move it to lowsec though.

Yes GMs would move it to the nearest low sec station.

Also, Orcas are another capital ship allowed in hi sec. Given the up coming changes, you may see more combat/logistic orcas supporting PvP efforts in hi sec.

FYI: The Orca is not a true capital.

It may use capital components, but it more like an oversized battleship in stats and fitting.
It even uses large rigs like a battleship.

Also... I think few people will fit it for combat. From the perspective of a person focused on "mining efficiency" a combat Orca is decidedly "not efficient."

Yeah... I will bet hard money that we will see more Orcas in belts fit for max boosts and cargoroom. Roll

"few people" might become "every highsec pvp group" really soon.

In certain situations most likely. The issues will be speed, sure it will most likely do 600-700 DPS with like 300-400K ehp but its still super fat . In most situations people will just kill drones and kite until dead. Its like a BS but worse and most of the issues with the current Meta will apply doubly to it.

I don't think I've seen many people try kiting in high. Usually it's just insta lock alpha gate camps getting people coming out of Jita, or war targets taking on ships that aren't exactly able to fight back very effectively (mining ships, mission runners, etc.)

For gate camping, there really isn't any downside to the orca. Have it boost, it adds some extra dps, and it can carry extra ammo/nanite paste/etc.

I guess it depends on the situation

If you are a WD corp then the HS meta is also to have neutral logi or over whelming numbers so your target is screwed either way.

If you are on the receiving end of a WD corp a 500-600 Orca cant kill logi and several T3s so you are screwed as well.

If you are fighting gankers , well 500-600 DPS cant kill very many Catalysts when you consider the 20 second time frame and factor in lock time / drone travel time.

Hell, I'm not complaining about the changes, I have an Orca or 2 and think they are great but its not like the whole universe is going to be Orca fleets after the change. If you want a Tanky DPS booster for small gangs a Sleipnir has better boosts, tanks like a boss and is much faster and way cheaper, if armor is your thing a Damnation has a huge tank, is cheaper and has better boosts.
