Mining laser upgrade

I'm a bit confused, on the price difference for

Elara Restrained Mining Laser Upgrade (around 28.500.0000 ISK)

and

Mining Laser Upgrade II (around 650.0000 ISK)

They are very similar in performance, so how can it be som much more expensive ?

Is there something my newbie eyes doesn't see ?

The named modules drop from missions or belt rats and the t2 is made by a player with some nullsec tax on.

The Elara is a T1 module available through loot drops. The only advantage over the T2 is a reduction in CPU and lower skill requirement. The T2 module has a larger mining bonus. The price is set by the market based on supply and demand. The only justification I can think of for the price is that CCP aren't including enough of them in the loot drops. The use case will be people looking for maximum yield at any price since the reduced CPU requirement may let them fit an additional upgrade.

This is the kind of imbalance CCP can easily fix by adjusting the loot tables so I wouldn't look at these things as an investment opportunity.

The named upgrades are relatively rare, and as has been noted are very similar in performance to the T2 module with lower fitting cost. As many of the barges particularly the T2 barges which have the slots to run a shield tank are very tight on CPU these named MLU modules become quite useful. Adequate demand with very tight supply thus makes them quite expensive.
