Yup, surprise PVP is fine, even attacks in high-sec if you want to suicide-gank, but you cannot attack or scam new players in the newbie starter solar systems (there are 12 of them; if the system has only 1 station, and it's a "school" station (has "university, academy, or school in its name), then it's likely a newbie starter system).

For electronic warfare / jamming, keep in mind that you'll be attacked first; people always hate CC'ers in MMO's. Blackbird is a cruiser, may be expensive to lose over and over again.

Otherwise, high-sec is "safe" space, so if you PVP there, you'll need to learn the rules of engagement. Lowsec has fewer rules, and 0.0 and wormhole space are free for all.

If your looking for pvp wise the Hecate has been my favorite ship for solo pvp but I would say for doing missions the Hecate can do well with rail guns but If you don't have the skills for it I would just go for the catalyst with rail guns.

The T3Ds are getting rebalanced soon in the November patch btw. The Svipul and Confessor are considered pretty overpowered at the moment.

Slasher, Thrasher and Stabber are great ships that lead to the Fleet Stabber, Cynabal, Svipul and Vagabond which are pretty good in the current meta.

Stabber is a great ship that scales very well with player SP and skill.
