Probably depends on your skills.

I built it in Pyfa and was able to fit it with my skills.

You should pick up PYFA fitting tool. It helps with figuring out the right fit for a ship.

Pretty sure you can, yes.

EDIT:

Just tried it on EFT. 1237.5 / 1250 PGU, 360/427.5 CPU

So yes, definitely able to fit that without implants.
