Locator Agents cease to function on Offline Players.

i read your threads and it seems pretty fair and balanced , and ccp did say they want to bring back some of the functionality . sorry if i missed it but i haven't seen these questions posed or answered , if you would .

if target is offline , is the agent's response instant , and free ?

if the target is out of the agent's range , will the response indicate online or offline status ?

will there be a change to the delay between running locates , or to the agent's response time ?

i ask because we all know time is more valuable than isk , do you think a longer response time is needed to balance the additional functions ?

Yes, as per target in wh space.

Same as above, no different out of range-no intelligence whatsoever

I'm not proposing one but I think that's a discussion worth having.
I would obviously like a shorter return both in re running and response but I'm not pushing for it here.

It's certainly arguable though and I would like to hear your thoughts.

free and instant , with no cool-down until you get to someone who is online ..

didn't like that at first , but considering the work to figure out who is most likely to be online , and then running them last , along with having to physically be in the station , seems to balance out quite nicely . +1

I wasn't aware they took out the watchlist but I guess that explains why everyone seems to be offline.

I'm all for having to work for your intel, but the most important part is it needs to be possible to get it. I'd rather have the watchlist than have no way to find out if someone is out of your region or just offline. We need a solution.

My suggestions:
1.) Locator agents can tell you (in a lore-friendly manner) if someone is logged off, if it happened in their region, but they can't tell you what system it happened in.
2.) The watchlist can't tell you if they are online or offline right now, but it can tell you if that player has averaged being online or offline over the last hour (sliding window, like the map functions). This means after they log in, it'll take a half hour before people they don't have in their watchlist will know about it.
