Sub-BS Non-T3 ship for Sansha 6/10? Sleipnir?

Okay, so I'm looking for a ship that can solo the Sansha 6/10 (and ideally the Sansha Annex) in a reasonable amount of time. For religious reasons I refuse to fly T3 cruisers and, despite having 50m SP, I haven't injected any battleship skills (and, at this point, prefer not to on principle).

I have Amarr, Gallente, and Minmatar Battlecruiser at 5, but only have T2 Medium weapons for Projectile turrets. So, I'm thinking about the Sleipnir. Is this crazy?

Here's a fit I threw together that tanks 830dps against Sansha profile and dishes out 590 with my skills. Is this fit terrible? Do you think it would be able to handle the 6/10 and the Annex without taking hours to complete them? Would an AC fit maybe be even better?

Or should I be looking at a different ship? Training T2 Medium Hybrids and Lasers is on my short list, and I'd be willing to bump them up to the top of the queue if there's a good reason to use one of the other command ships. I assume no T1 BC is up to this task? What about non-Ishtar HACs (I'm not a big fan of using drones as my primary damage)? Faction/Pirate Cruisers or BCs?

EDIT: If you're going to post fits, assume a hard budget cap of 500m all-in. And the closer to 250m the better.

Sansha 6/10 has no webs so 400ish DPS tank is more than enough. You only need a bit high DPS to break overseer in the last room (600 DPS EM at minimal).

Sansha Annex can be done with Vagabound, but it won't be enough DPS for 6/10.

Ishtar can work, but its not very cheap.

720s may have crap tracking but they punch considerably harder than 650s. Tank is scaled back closer to what you actually need. Tracking and range are boosted quite a bit. MWD swapped for AB, which I generally find more useful in site. If you do want to stick with MWD, consider:

The MWD/battery combo is actually rather nice. Grid becomes an issue so the burst aerator had to go. Polycarbon is a somewhat arbitrary choice for replacement, but the agility/speed will help you manage transversal and help with travel.
