Warfare link specialist being changed to very different effect.

Warfare link specialist is being changed to command burst specialist. It will no longer improve the bonus received, instead the only thing this skill will do now is apply a 10% reduction per level to the reuse timer of command bursts.

Not only is that completely changing what the skill does, but for many players this will now be a a non desirable skill. I had previously decided I would not train 'command burst specialist' at all because I don't want my command bursts to fire off a 2 minute duration burst every 30 seconds (it's a waste of burst ammo) which is what would happen at command burst specialist level 5.

So now many who trained warfare link specialist level 5 will have to spend considerable isk to get rid of a skill that we never wanted and never trained. (command burst specialist).

Can't this specific skill be refunded since it is being changed entirely?

As CCP has stated in the Designated Feedback thread for this change, "As the skill is still useful there will be no refund (paraphrased.)"
