"Camera center" breaks zooming with detached camera in tactical mode

Bug report: EBR-94903

With "camera center" set to non-default position, the zooming direction (which normally goes towards the mouse cursor) is shifted according to the slider (which is incorrect in this context).

Important: camera must be detached !
