Hello,
I am quite new to Eve. I've been playing for about 2 months and I have mostly just been mining. I have a Retriever mining vessel and usually just move system to system mining ore. I was wondering about getting into some PvE missions. My character is a Gallente and I'm not part of any group or faction. I am looking for suggestions on what ship I should start out buying as my first ship for battle.

Questions
-What ship should I buy first?
-How should I fit that ship?

Thank you very much.

Don't buy any ships. Do the career tutorials and get a load of freebies while learning stuff at the same time.

You are new so you are going to want to learn the game. Also in this game options are typically better than specialization.

In that thought I'd recommend training all racial frigate skills and small weapons up to level 3. That will allow you to try out all of the frigates. That will teach you a bit about the game as well as allow you the experience to find your own style.

Try out different ships and different fits. Figure out what you like and figure out what works. Get a feel for the advantages and drawbacks of the various options.

Another thing that can be good is fitting up different ships for the various rat types. Just the act of trying to figure out which ship would be best for a specific mission can help you learn a lot about the game.

Know that all ships in the game can be made to PvE in some way.

It is how you fit a ship that counts.

Since you are just starting you could go with a Tristan, you have up 8 drones you can carry, 5 light fighting drones and 3 salvaging drones, it will do very well for you especially if you run into trouble and need to kite the NPC.
Next I would go with a destroyers the Algos if your liking the drones or a Catalyst if you feel like being more hands on.

By then you will start to know what you like (style of fighting), going the gun route is more intensive for skills but worth the investment, for quick ISK guns with drones are a nice combo, but with guns learn to train related skills because when you get sensor dampened, or jammed you will need to be able to fit for that or have the drones.

As you are Gallente you can choose to:

- Sniper the NPC pirate ships (rats) form a great distance using railguns. Dinstance is key, they can't shoot you but you can shoot them. To hit them you need good tracking, range and falloff. To keep them away you need a fast ship and Afterburner/Micorwarpdrive. Slow but steady kind of PVE

- Kite the rats at medium distance around and use your drones. Needs medium speed, some tank (Gallente goes for amor, not shield) and drone skills. Not the fastes way to kill rats but works on everything, just pick the matching drones.

- Brawl the rats with blasters at short range. You need some armor, good dps and a web to hold them down. When you add drones you do the clasic and fast Gallente "In your face with drones" style :)

Assuming you have trained drones for your Retriever The Gallente drone boat progression is a good place to start. Tristan -> Algos -> Vexor -> Myrmadon -> Dominix. http://wiki.eveuniversity.org/Gallente_Basic_Ship_and_Skill_Guide. It may not be where you end up. The combat style will generally involve using your ship as an "aircraft carrier" for the drones. They will do most of the fighting. Skills and fits will balance getting the maximum damage from your drones and enough tank to survive while they kill the rats. There are other combat styles - you may prefer close range brawling.

Your introduction to PVE combat should be the tutorial missions - complete them if you haven't already done so. CAS tutorial agents are in Clellinon VI - Moon 11 - Center for Advanced Studies School.

Step 2 should be the SOE Epic Arc: http://wiki.eveuniversity.org/The_Blood-Stained_Stars a 50 mission chain that will give you a more realistic taste of PVE combat - a few of the later missions are challenging. You'll need more than 100 dps to kill Dagen (or a friend to help).

After that a Tristan or Algos can easily handle level 1 missions, Vexor (or other cruiser) for level 2, battlecruiser for level 3 and battleship for level 4.

Bear in mind that if you accept missions that involve killing ships from another empire faction (i.e. Caldari if you use Gallente agents) you will take a substantial standings hit with that faction.

You can also get PVE experience running anomalies http://wiki.eveuniversity.org/Cosmic_Anomalies. There are no standings implications here - just bounties and loot. Start with Burrows and work your way up.

Good luck.
