this is what they do they sacrifice a bunch of newbie ships against a space station

the result is all of Concord wines up in that location

what normally takes 7 Seconds now it takes an additional 20 seconds elsewhere
so if you want to kill somebody and have more time to do it kill a bunch of rookie ships up against a space station you'll have more time to use to kill that person

concord manipulation is a longstanding thing,
we had a big discussion about if its aboveboard or not a couple of years ago, a gm got involved to clarify how they interpret it too which was pretty cool.
Forum Trivia Fact # 468 : that gm clarification and its subsequent burial under an ongoing threadnought of wailing and gnashing of teeth is why GM tags now have a flag on threads for ease of locating.

im not well versed on the practice as some here but i dont think its that straightforward or effective.
feel free to correct me now i may well be wrong

Delaying CONCORD by sacrificing large numbers of rookie ships is an exploit. If you have done so I suggest you file a petition and fess up to CCP to prevent any punishment for your experimentation.

If though you are referring to the 6 seconds or so of extra time you get just pre-spawning CONCORD, yes that is a long-known quirk of the CONCORD mechanics. It is perfectly legal, and documented in many places including on Tippia's blog.

Just remember to read this and make sure you don't get banned/reported.
So when you're dragging concord make sure you try to gank a friend so that it doesn't count as an illegitimate delaying of concord right?

The real situation is that CCP only responds to tickets of exploits and tries their best to punish the perpetrators.
The degree to which CCP checks killmails and randomly investigates to see if people are preloading concord illegally is probably very low because i'd imagine it to be very labor intensive.
I believe suiciding rookie ships against stations = illegal form of preloading concord.
and suiciding rookie ships against each other = legal form of preloading concord;
you'd have to ask a GM/dev to confirm this as the working is a bit ambiguous.

After ganking someone I like to reship as soon as possible, so I warp my pod to the nearest station, grab my free rookie ship and head back to my staging station to get a replacement gank ship. SOMETIMES when I undock, I don't get into warp quickly enough with my free rookie ship and CONCORD nails me a second time right there on the undock. It's sloppy play on my part to be sure, but I'm not very good at eve, so....
