citidel reprocessing base yield Different for certain ore types?

I am currently in a Citidel with 54% reprocessing. The following ores have the correct base yield: Veldspar, Scordite, Plagioclase, Omber, and Kernite - 54% as expected.

However, when I try to reprocess Jaspet, the bas yield is only 50%

WTF? Is this a BUG? Is this normal?

It means that the citadel owner has installed the rig for the hisec ores but not the low/nullsec ores.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

I read scrapmet is also low. Not sure if a dog fixes that

Is there any way to tell which structure has the Low Sec and Null Sec ore rigs installed? Best so far I can figure out is to use the structure browser and just visit them to see what the base is. There has to be an easier way, no?
