will we be able to test out the alpha clone state before it hotdrops on TQ?

Yes, the idea is to have the public test Alpha Clones on SiSi before release. I will be putting out a special thread for this once the feature is out and ready for testing.

As I understand it, the plan is to make the alpha-trainable skills un-extractable.

Alpha train at Half Speed of Omega and Omega train at actual speed. Did you take that into account?

Edit: If for example I take a Brake and dont pay my Account. When I come back as an Alpha Clone and, for example, want to make some money with my Friends mining, but I dont have mining trained, I need to upgrade to Omega? Why?

almighty developer, i know alpha clones cant train into pi... but what if someone spam alphas to drop command centers (you can do this without skills as far as i know) and place extractor heads near other player extractors to deplete their resources?

So you could do one command center with no upgrades. You won't be ruining someone's PI planet terribly much unless you want to fool with many Alpha clones on the same planet. Which possibly if the player figures out you are all the same person then he just reports you for harassment, and you get banned. Pretty simple it seems.
