EvE launcher help - am i being stoopid?

hey. just came back to log into eve for a while away and see that it says i need a new launcher...
When i follow the link it only gives me an option to download the eve installer?

Is there a way to just get the new launcher as I am working away and on 4g internet with a tiny monthly allowance and cannot spare a lt of bandwidth to redownload the whole game?

Go to a coffee shop with wifi and DL the launcher. Bandwidth is free there.

Doesn't the installer install the launcher and then use that to update whatever is required?
