... some cosmic signatures present 0% signal no matter how closely I scan them? Is it just my skills or are some of these signatures just false positives?

There is a bug when sometimes a signature that has despawned stays in your scanner window. If that happens it will behave exactly as you describe.
If you can, see if some one else also sees the sig. If not, then it's this bug.

You also could be scanning a "split" and be focused on the false sig. Check that if you isolate the sig in the list, that you don't see two dots and make sure you scan the right one. The correct one to scan on a split is the one farthest from the center of your probe focus.

It happens most often when you are docked in a citadel and your static or another wormhole in system gets rolled. The old sig will stay up and a new one will spawn. It can usually be fixed by jumping in and out of system or relogging.
