So I moved here to Africa expecting to catch up on patches and play eve from my phone connection and now I'm seeing that's not possible.
First of why a phone connection you ask

A 1mb line cost 320 USD a month and performance ranges between 13kb to at most just shy of 60kb, my on he connection suppuses that with 500 KB and far cheaper but games patches are vastly inflated (about 1gb for 5gb of data) but game play is easy. Also on a normal connection you can't even connect since eve relies on packets sent on a timed basis to maintain connection.

I've clicked the download all to start the patches and restarted the client but the client doesn't download anything and just goes right to the game given me an error about improper format.

I moved to a place with effectively no internet connection, now I can't play my online game...so change the game immediately to enable me to play with at 2400 baud.

Bummer, OP. I couldn't play Eve for two years due to frequent disconnects. My IP had a monopoly in our area and they did a lot of traffic shaping. I'd have packet losses and frequent DCs. That was here in the U.S., not far from NYC.

If you're in a max Tidi fight you might be able to use a mail pigeon to send keystrokes.

Sudan here. There's one important thing about Africa: things here are either good or cheap - you you won't have it both ways. It took me a while to find the optimal option to satisfy my crab ganking fix, and it took a lot of trial and error, since what the locals advised didn't help much.

If there are several mobile operators in your country, I suggest that you should get a SIM card from every one of them and try out their mobile internet services. 1 day packages don't cost a lot. 3G/4G Wif-Fi stations and USB sticks are also popular. After you've determined the most stable operator, stick to it. Ideally, you should have two lines open: one for relatively fast and reliable connection, and the other - wired, probably - for downloading the big stuff. Or, maybe, find a place where you can siphon the data when you need to download the next patch.

I think you will be even more disappointed: Facebook's free internet for africa.

I'm in South Africa. I currently have a 4mbps unshaped/uncapped fixed LTE service from a company called Neotel. Fibre is also being rolled out in my area as we speak so in about 6 months I should have around 20mbps depending on my budget and which package I opt for.
