The problem with citadels and deployable structures.

Since the addition of citadels, there has been a tendency to anchor an ESS directly on top of the citadel rendering any attempt at stealing ratters isk pointless. Personally, I think the addition of the ESS was a great idea for content generation, but being able to anchor a citadel in the same location makes it an extremely risk averse item to use. Along with not being able to steal ratters isk, it's a lot harder to warp to them to entice fights since the defending party can just hop in their citadel and pop you. In order to fix this, the looting time could be lowered, but even better, remove the ability to anchor an ESS near a citadel (and vice versa). Anyone else experience this problem with other structures?

Wouldn't a pos provide even more of an advantage with its automatic, manless guns?

Encounter Surveillance System.

It's a deployable structure that makes ratting more profitable (higher bounty payouts and some extra LP). Only deployable in non-empire systems. All four main empires have their own version of it.

As rats get popped in a system with a working ESS, 20% of each isk bounty payout is diverted to the ESS. The higher the pool of isk stored in the ESS, the more the rat bounties increase in that system. It's possible for a player that does not own the ESS to steal the isk stored in it.

The catch is that ESS's are not supposed to be deployed close to other structures like gates, stations or POS's. They're supposed to be placed well away from another structure that could defend the ESS from people stealing the isk from it. The fact that an ESS can be deployed close to a citadel that can defend it looks like CCP missed a detail.

As Wombat said, you can't place them near POS's.

I would have to assume this was overlooked by CCP and not intended.

Seems as though there are some small gangs logging in immediately after downtime and warping from structure to structure hitting the anchored ESS before very many folks are back online. Getting away with hundreds of millions and having a good laugh.

It's pretty funny to watch when someone warps to it and is blapped by the citadel though. Especially when they complain in local about looking for a fair fight and their km had a cyno on it.

This has nothing to do with S&I and it's a pretty minuscule problem. Calling it "the" problem is laughable.

CCPlease, you did so good my keeping the fuckary lvl with ess's low, and here we are how long after and this is still a thing. Lets hold up on new time wasters like defender missiles changes and ship skin's and let a guy do some love to the fight club generators we once so loved to engage at.
