[WTB] Web developer to create a eve roulette wheels

I'm looking at creating a website for players to play roulette for prizes and isk.

It has to be linked to the api servers and automatically credit player's when an auth is not online.

It will need to be able to have a user registration feature and be able to calculate a user's winnings based on the standard roullette ods. We are willing to pay handsomely for the right type of websites.
