Can you obtain the gas, BPC's and other components for Boosters from within Wormholes or is it just Lowsec?

Cytoserocin/Mykoserocin gas sites for booster production spawn in Lowsec and 0.0 space. These gas sites only spawn in certain constellations and in certain regions. For example, the gas required for Blue Pills is only found in one constellation of the Vale of the Silent region in 0.0 (and also in a lowsec constellation, but I don't know which).

Wormhole gas is of the Fullerite variety used in T3 ship production.

That said, I've heard of some wormhole corps with a 0.0 static who do booster production. They rage-roll that 0.0 static until it spawns near to a gas constellation and then send out the Buzzard and blops bridge in the Prospects.
