Problem with my android USB modem connection to EVE

Hello everybody! I have a problem with my Internet connection by EVE Online. I connected MEIZU M3S mini as USB modem, everything OK, browser works fine, but when I`m starting Launcher it crashes. Tryed to open EVE by EXEfile, but I see only "unable to connect tranqulity on port 26000". Mobile phone works in MTS (Russia) 4G/3G.

Anybody can help me?

upd. tryed to ping 87.237.38.200 - it can`t be reached.
