If you can, I'd work in a way to use a cap battery over the cap recharger. Batteries now provide flat resistance to neuts, which is great. It looks like you'd have to go faction something else to fit one though -- but hey, a single faction BCU really wouldn't hurt the fit much anyhow. You might end up looking like this:

[Tengu, C3 old]
Power Diagnostic System II
Caldari Navy Ballistic Control System
Ballistic Control System II
Ballistic Control System II
Ballistic Control System II

Large Compact Pb-Acid Cap Battery
Shield Boost Amplifier II
Adaptive Invulnerability Field II
10MN Afterburner II
EM Ward Amplifier II
Dread Guristas Large Shield Booster

Heavy Assault Missile Launcher II, Scourge Rage Heavy Assault Missile
Heavy Assault Missile Launcher II, Scourge Rage Heavy Assault Missile
Heavy Assault Missile Launcher II, Scourge Rage Heavy Assault Missile
Heavy Assault Missile Launcher II, Scourge Rage Heavy Assault Missile
Heavy Assault Missile Launcher II, Scourge Rage Heavy Assault Missile

Medium Capacitor Control Circuit II
Medium Hydraulic Bay Thrusters II
Medium Capacitor Control Circuit I

Tengu Electronics - Dissolution Sequencer
Tengu Defensive - Amplification Node
Tengu Engineering - Capacitor Regeneration Matrix
Tengu Offensive - Accelerated Ejection Bay
Tengu Propulsion - Fuel Catalyst

An even better option might be to go with a medium battery (can go T2 then, even dropping the PDU), which gives better resists. To make it all fit, you'd drop the PDU and one BCU for two MGEs. You'd lose a bit of paper DPS (from the 4th stacking penalized BCU) but gain ~20% range and application. I'd say that's a decent tradeoff:

[Tengu, C3 old medium battery]

Unfortunately it's been tested and confirmed by the wormhole community that capacitor warfare resistance does not apply to npcs

Wow, this sucks. Sad

Still batteries are very good against neuts because they increase your cap, so you can stay longer under neut pressure and there is less chance neuts will alpha you too much under your peek cap regen.

I'm not saying you're wrong -- but what's the evidence and how recently? My understanding to date was simply that they used to be buggy but the tiericide pass made them behave as they were supposed to (ie, working against NPCs).

It sounds like I'm gonna have to spend more time on Sisi figuring this stuff out. Sigh.
