Anom (Haven) respawns?

Newbro question, if I clear a Haven or Sanctum does it respawn after a certain time?

it respawns instantly somewhere else in the region (or constellation?) I believe

Here is my situation.
I had 9 heavens in my sistem three days ago.
On that days i've run forsaken rally points.
Fedw other men run heavens.
For two days i've run heavens, and now i have only 4 of them.
What can i do to increase their numbers again?
ANd if i understands it correctly, i symply wipe them out, right?

Number and type of sites depends on military index and system sec status. The index falls slowly and to keep it up one needs to grind sites.

it might have fall to 4 just before reboot, some1 ratted a bit and bumped index to 5 but the change wont apply until next rr.... otherwise i have no idea what happened.
