If ICR didn't push it, big four wouldn't have enacted the law. The proposition came specifically from ICR.
ICR is the top level of CONCORD it can provide plenty of pressure if it wants. Also about what kind of "police force" are you talking about, ICR is a head department that discusses and decides policies.
Please specify what do you mean when you say "The ICR has no economic pressure it can apply, its police force is made up of our citizen."

Strange, it seems you don't keep up with up to date news if you need to ask about the production deal with X-Sense.

CONCORD breeds a cancer that infects especially young capsuleers.

They teach a false sense of peace no one needs.
They teach people not to look after themselves, because they are being protected.

They give those who could never fight for themselves ...
... the illusion of being equal to those who could crush them.

CONCORD blocks all social progress in the false name of "equality" ...

CONCORD endangers the betterment of society by maintaining a toxic status quo and allowing sociopathic capsuleers to shape the future of the cluster. They could terminate the worst of our kind in a moment, as they hold all the killswitches to our licenses, and yet allow us to continue destroying lives every year, fighting in meaningless proxy wars for the Empires, and generally being a nuisance.

War is murder. It always has been, always will be. Murder in the name of God. Freedom. Your country. Whatever it is, it is murder. I am already against the next set of wars.

I clarified that "terminate" = revoke the license.
