Citadels Scramming without any modules?!

So I placed a Keepstar, never got around to installing any modules/rigs into it. Was messing around attacking it, and the Keepstar randomly scrams me. Is this intended or a bug? Since there are scram modules I assumed it isn't supposed to be scramming people without a module?

its not scram its tethering icon. freeported citadels will always tether the people

Heh, I know what the tethering icon looks like and says. This is a scram.

The structures will put a 20-30 second scram on any ship that attacks it. This is to prevent games where frigates warp in, shot it once and then warp out to keep the repair timer from going down without the citadel being able to lock the ship thats attacking it.

That's pretty sick.

I think it should be able to scram + shoot ships automatically anyways though if you have them set red. Since citadels only have the DPS of a ****** POS without the fighters out, and a POS can do that, a structure that doesn't auto-aggress is lame and boring. Hardly a suitable "equivalent replacement" for a POS.

You can't really bubble a citadel warp-in anyways (which you can easily do for a POS) so you should have to be cloaked to scout a citadel.

the auto defense of a POS was needed because it could be attacked any time citadels don't have that issue

the quick scram to stop bouncers is plenty

The trade off of having a limited vulnerability window versus having no window... or wall.

I didn't realize the structure automatically scrammed for a short period. I missed where they added that.

Cloaking is the closest thing to a "Pause Game" button one can get while in space.

Support better localization for the Japanese Community.

I dont really think that was writen into any dev blog. I just know this cause I asked the devs themselves on the citadel mass tests before they where released and thats how I found out :p
