I've run into similar problems to you.

Market sell orders in a citadel don't currently show up in CREST.
Ranged buy orders *do* show up in CREST.
There is no way to get a complete list of all Fortizars in game.

At the moment there are very few ways to get information about citadels:

1) Ranged buy orders show up in CREST, and if you use the individual item endpoint rather than the bulk region endpoint, you can find out the name of any citadel that has orders, and maybe parse the system out of the name (however the citadel name format is inconsistent so there are some issues around parsing it out).

2) if you bookmark a citadel you can find out its system and type (but not reliably its name).

3) killmails where a citadel was involved reveal the owner of the citadel, and the system and coordinates where the person shot by the citadel died, but you don't find out the ID of the citadel so you can't reliably link it to a citadel you've found from another API.

I know of no way to reliably find out:

* who owns a citadel (you could possibly sometimes infer this from killmails)

* the location of a citadel (you could possibly sometimes infer this from killmails)

* the services available at a citadel (you could infer the existence of the market if ranged buy orders exist at a citadel)

* docking rights

So basically your best bet is to scrape the CREST market orders endpoint for citadel names, and fly around lots of systems bookmarking citadels to catch ones that don't appear in CREST.

After scraping this info for my own purposes, I've gone on to create an API for anybody that wants access to this information. Have a look at https://stop.hammerti.me.uk/api for more info about it. I'm planning to launch a crowd-sourcing effort in the next week or two to locate more missing citadels - the results of this will naturally be available via that API.

If you want to get ranged buy orders from Foritzars into a spreadsheet, then you can do that directly from CREST just as you would with orders at NPC stations. If you want to get sell orders in Fortizars into a spreadsheet then you will have to wait until CCP deliver further API support. However there hasn't been a lot of communication from them about this so its not clear how long you will have to wait. If you get a ranged buy order from CREST and you want to know what system the citadel is in, you can use my API to tell you that information or try and parse it out of the citadel name.
