Installation Progress Freezes

ive tried fresh installs, etc. I have googled and search my rear off.

Windows 10
6700K (laptop version)
GTx 970m
8GB ram

As stated, everytime I try to install the launcher it gets to 46.1% and freezes.

I have also tried the offline installer. Everything installs good, when I open up it greys out and does nothing.

Please help :(
