I was given the impression it was a bannable offence.

If EVE is a PvP game, then Anti-Ganking is emergent gameplay.

Nope it's not allowed, or nope it's not bannable?

As far as I know, it is allowed. It's just a group chat for new players and DMC.

Recruiting in either New Player Help, or the general Help channels is discouraged. I highly doubt that it is bannable, but it is obnoxious and repeated offense will likely result in temporary muting.

There is Rookie Help Chat, where recruitment is not allowed but also not bannable offence, just muting.

There are the Rookie Corp Channels where recruitment Can haopen.

And there are the rookie systems, an obvious place to place signage in the former of cans. Again, legal.

It is allowed as long it does not degenerate into advertisment spam. I doubt anyone would object if you actually have a dialogue about gameplay mechanics and what players can experience in your corp. If you, however, start acting like a bot and pollute the chat with links you'll eventualy get blocked/ignored.

There is no MOTD in noob corp chat.

He means the rookie help channel.
Rookie corp chat is a different channel and as mike pointed out , different rules.
